Learn all of the requirements of administering FEMA floodplains, the basics of reading and interpreting published floodplain information, and community compliance for participating in the National Flood Insurance Program (NFIP). The specific requirements for local floodplain administrators will be covered, including permitting, violations, record keeping, and substantial damage and improvement.

Arizona experiences both regional and flash floods, which may cause loss of life and damage to
homes, property, and infrastructure. It is important to be prepared for flood events 24/7/365. It is
also important to know how to safety respond to flood events. Once a flood event has occurred, it
will be necessary to investigate the damages caused by the flood event. This class will focus on
the following: preparing for a flood event, good documentation, personal safety during a flood event, public interaction, types of flood investigations, why training and exercises should be conducted, who should plan and participate in exercises, how to develop flood exercise scenarios, how to evaluate the exercise, and conducting a short table top exercise.

The U.S. Army Corps of Engineers (USACE) has introduced an updated version of HEC-RAS
software, HEC-RAS Alpha 2025. This presentation will showcase some of the exciting new
features of HEC-RAS Alpha 2025, including a modern user interface, face-centric mesh
generation, and in-app updates that enhance usability and mesh control.
To evaluate the functionalities and results of HEC-RAS Alpha 2025, a case study was conducted
on a reach along the Rio Grande River, comparing it with the stable release of HEC-RAS 6.3.1.
While HEC-RAS 6.3.1 offers proven 1D/2D capabilities, it lacks the new features found in Alpha
2025. Preliminary results indicate that Alpha 2025 improves mesh fidelity and workflow
efficiency, despite being under development.
This comparison highlights the trade-offs between using Alpha version due to increase capability
and reliability of the hydraulic modeling.

This hands-on workshop will focus on connecting to online databases and transforming raw
hydrologic data into ready-to-use datasets within the FLO-2D Gila 2.0 QGIS plugin. Participants
will learn how to download and assign spatially distributed hydrologic parameters, including
Manning’s roughness coefficients and infiltration parameters for the Green–Ampt, SCS, and
Horton methods. The session will also cover new rainfall mapping tools, beginning with ERA5
global reanalysis datasets for historical storm events, and extending to NEXRAD radar rainfall
and gridded precipitation workflows similar to those used in HEC-HMS. Attendees will gain
practical skills for acquiring, processing, and integrating these datasets into FLO-2D projects to
enhance model accuracy and spatial representation. The workshop blends technical instruction,
live demonstrations, and guided exercises so participants leave with actionable techniques to
support floodplain and stormwater management projects. Computer software and technical
support will be provided to ensure attendees have a successful workshop.

The CFM exam has gone digital, and AFMA is offering a digital CFM event at Conference. In
general, the exam will be the same except instead of being written it will be on a laptop. Here is
what you need to know:
You must sign up for the exam with ASFPM (not AFMA) at least 3 weeks prior to the
conference, no exceptions (not our rules, theirs). The 3 week deadline is October 7th by the
end of the day.

ASFPM will provide you with a link to install the exam software on your laptop. You must do
this BEFORE the conference.
Your user profile must have ADMIN rights to this laptop. If you don’t have ADMIN rights while

your user profile must have ADMIN rights.
