Three years ago, FEMA began phasing in a new rating approach, called Risk Rating 2.0. As of April 1, 2023, this new pricing approach was fully implemented…and yet, floodplain managers still have questions. These questions vary from just trying to understand how the premium is calculated or how map changes affect insurance rates to specific ones like why CRS credits don’t always (or fully) show on the policy declarations page.
This workshop will explore these and other issues that affect floodplain managers. But knowing there may be some people new to the NFIP rating approach, an overview of the rating methodology and variables affecting the rate will first be provided (note: this will not be a detailed NFIP Flood Insurance 101-type course like FEMA provides). The workshop will end with a look at other flood insurance initiatives that FEMA is working on that floodplain managers should be aware of.

Across the nation, storms and floods continue to grow in severity and frequency. They damage - sometimes destroy - schools, hospitals, homes, and infrastructure. These events not only negatively affect lives, and public health and safety, often livelihoods and local economic prosperity are adversely affected.

Since 1980, America has sustained hundreds of weather and climate disasters where damages and associated costs reached $1 billion for each event, according to the National Oceanic and Atmospheric Administration. Climate change projections suggest that storms will likely become more frequent and stronger in many regions.

The federal government is ensuring that all projects that receive federal funding that are at risk from flooding meet standards of safety and community resilience from floods and sea level rise. This includes any grant from any federal source, be it for a state, county local or individual projects.

The Federal Emergency Management Agency’s Federal Flood Risk Management Standard (FFRMS) now mandates all federal agencies to consider and manage current and future flood risks towards building a more resilient nation and that all projects Although a federal standard, it does extend to state and local agencies that receive federal funds or grants for facilities/projects in flood zones.

The CFM exam has gone digital, and AFMA is offering a digital CFM event at Conference. In general, the exam will be the same except instead of being written it will be on a laptop. Here is what you need to know:
- You must sign up for the exam with ASFPM (not AFMA) at least 3 weeks prior to the conference, no exceptions (not our rules, theirs). The 3 week deadline is October 7th by the end of the day.

- ASFPM will provide you with a link to install the exam software on your laptop. You must do this BEFORE the conference.

- Your user profile must have ADMIN rights to this laptop. If you don’t have ADMIN rights while taking the exam it won’t work. Your IT cannot download the software for you on their profile, your user profile must have ADMIN rights.

- Bring this laptop with you to the exam.

Watson Woods Riparian Preserve is a unique 166-acre cottonwood/willow forest along Granite Creek. Owned by the City of Prescott and managed by Prescott Creeks, a local not-for-profit organization, the Preserve has been transformed from a highly degraded system into a local asset for wildlife and recreation while providing the community with valuable ecosystem services such as flood control and water quality improvement.
